The biggest suggestion I have is to do everything in tables. It keeps everything organized. I have created a past site in frontpage, and it was a bit challenging, but there are a lot of online tutorials that you can use. You may want to talk to your technology person at your school. Microsoft is phasing out FrontPage, and has a new webdesign program. I would hate to go through all the work to have it change.
