I think the third grader needs to do a whole lot of reading with you. Choral reading and echo reading would help with her fluency. If she is that low of a reader you probably need to back up and do some phonics skills with
her. I teach third and we start our big state test in that grade. They must pass the reading to move on to 4th grade. I could guess that if her reading level is that low she is not very good at comprehension. You should definitely work on those comprehension skills with her. Context clues, main idea, summary, cause/effect, prediciting, story elements. I think some worksheets would
be okay. You could use graphic organizers with her like cause/effect charts and story maps. Have her make something to show sequence instead of using a worksheet.
