I've had the exact same problem. I know they worked on mult. and division in 3rd grade, but they'll come to me and act like they've never seen it before. This year I sent home a letter with 3rd graders at the end of the school year, to let them know what's expected as far as basic facts in 4th grade. I had several parents stop me at our summer library program last week (some didn't know me at all) to thank me for sending it and they told me they'd been practicing with their child. I know I won't get everyone, but every little bit helps. Here's the letter...
