I'm curious about the web based AR..

Is web based expensive, what's involved? I have used up our allowable teacher written AR tests portion. I was using it to write tests for those low,low reading level books so I didn't need to spend nearly $3 per test on those. My library budget is small enough. Now I cannot continue to write them. I'd like to find a way to stop the spending of my shrinking library budget.
