There are packets like you described already made up commercially and I would guess are not much more expensive than those Ziploc brand bags. They also sell a rack to put them on. I cannot remember where I saw them though. They are kind of like the bags you buy curtains in or something at Walmart only bigger.
I wanted to say that they were originally for literature sets maybe from Lakeshore(?) Anyway, it's an oversized Ziploc style bag with a white plastic hanger at the top that snaps together and fits on a rack. You can buy the rack to be free standing or sit on a counter/table top.
