Unfortunately, I think a lot of teachers drop grammar when something has to "give" in their schedule, and that is a shame. However it is taught, we cannot forget that we should be able to speak and write our own language correctly. Also, most students will be expected to learn a foreign language. It is so much harder to learn a language when you don't understand parts of speech and how language works. I understand it's hard to fit everything in. I find that it doesn't take much time to teach the basics (nouns, proper nouns, pronouns, action verbs, linking verbs, helping verbs, adjectives, adverbs, conjunctions, prepositions).
