I don't understand

why this child wasn't arrested or the police called. Stealing a digital camera is not like stealing a pencil. This is a crime. At least her parents should have been brought into school to find out why she did it. It looks to me like the wrong thing is being focused on. Digital cameras can cost between $200 for the small ones to over $1000 like the one I have. I would want the police to be called and the child taken to a juvenial hall just to see what happens when you are caught stealing. It is not fun.
