We do have limits since we're a right to work state (no right to strike, no collective bargaining, etc) but the size of the association or union (some NEA affiliates in the state use "union" and others refer to themselves as associations b/c of the limits) and the bark behind it nationally and state-wide offer some bargaining.

In Northern VA our associations/unions are pretty active and have been successful at changing policies and funding issues.
