A couple of ideas

I am a librarian and do believe it is up to the specialist to gain control, HOWEVER, it helps to know that the teacher is behind you (as most are). I do several things but it is a constant battle. First thing I do is start
each class with 10 points. I take a point away for talking, not doing work etc... If they get to 0, they have to spend their recess in the library. Depending on how bad they actually were, it could be spent silent reading, copying the library rules, or writing a letter to their parents about what happened. My teachers are great and support me. A few weeks ago when one class was particularly
bad, the teacher walked in as I was admonishing 2/3 of the class. She gave the 1/3 the rest of the day as a free time and made the rest work. I came from the classroom a few years ago so I feel very comfortable calling parents to let them know their child is disrupting the learning of others. I would try to work with the specialists to come up with a plan.
