wiggly kids and desk height factor

I teach first grade. Many of the children are constantly squirming in their seats. They sit with one leg bent and tucked under them. I wonder if the chairs or desks are the right height for them. The chairs in my room are mostly new and 2 heights. The desks are all adjustable. Does anyone know how much space should be between each chair seat and the desk top? Maybe if I raise or lower the desks, the kids will be more comfortable and sit still. How could I find out the correct proportions of desk and chair heights? I would gladly spend the time to adjust all those screws in the desk legs if the wiggling and squirming would stop!
