Clip to ScrapBook
I had a little boy who struggled with handwrititng. I made special paper for him. I laid string across the top and bottom lines and taped it at the ends (yes, I know, very time consuming). That way, there was a bump where he was suppose to stop on the lines. This really helped him to learn to stay between the headline and the baseline. He used this paper for a couple of weeks and it really helped. Not perfect, but better. You might try that when you have this person working with him. Not where the other kids can see.
