Inquiry Project - San Francisco

I had my students complete a KWHL while we completed our social studies unit on San Francisco and the Gold Rush. They had many wonderful questions that we didn't find answers to in our unit of study. Now I would like for
them to choose one of the questions from their personal charts and research the answers. Then I would like for each student to create a PowerPoint slide to be a part of a presentation on San Francisco. Isn't this inquiry learning??? I'm wondering what sort of guidelines I should establish. Should I create a rubric or a research form in order to help them focus their search? Also,
is Yahooligans a safe search engine for children to use? I'm hoping that some of you have completed projects as such with your students and can share your experiences!:)
