I had a student in 4th grade a few years ago that was "no schooled." She was a drug baby, and the mother had just lost custody to the grandma. Grandma tried to home school, but I don't think much schooling was going on.
We really struggled with what to do with this student. She was very far behind. She was only on a level 6 on TPRI in the 4th grade. We ended up getting the reading recovery teacher to work with her one on one each day. We did a lot of accommodations. She ended up in 4th grade the next year too.
