Questions about rewards

I also have a very chatty group this year. My question is this: I like the reward system, and I like giving them something rather than taking something away. BUT, unfortunately, I have some students that I'm not sure can ever be quiet and using a reward system would be defeative (is that a real word?) for them and they are the ones I need to set up some kind of behavior system for. What's the best thing to do for that kind of student?
