I also have a noisy bunch and so I have been using popsicle points. My class is separated into 4 tables (or "teams"). When I catch a table working well I give them a popsicle point (one popsicle stick) in their team's cup. The table who has the most points on Friday gets a popsicle party on Fridays. This is cheap and has been very effective. I will also say something like this: "Which ever table gets their folders out and ready the first and the quietest will get one popsicle point." I hope that this helps.
