I worked in a K classroom where the teacher had tables for about 6-8 kiddos and they had communitiy tools in tubs on the tables for each group of 4 to share. I do this for 1st grade. I love table tools!
Each| morning these K kiddos were allowed to choose any empty seat. First come first serve in an orderly manner. They often sat in the same places each day once they got settled. However, the rule was that the teacher could change your spot whenever she wanted with no explaination required. I have not tried this since having my own classroom but might try it for the new year. You could try | | something similar. Maybe have them put their names in a hat and pull them out one at a time to "find" a seat. You could try and have 2 or 3 other desks set aside for your own use should you need to "move" people. If you have rows maybe bring in your "extra" desks after everyone has found a place to sit in the rows you have set out.
You could also consider having a "I'll sit in your seat pass" as a reward. Use a special piece of note paper to create an "I'll take your seat" pass. The studdent who has it can keep it until he/she wants to change their spot. He/she must give it to the person who has to move, thereby allowing that person to change seats. You may need to have a one change per day rule. :)
