    You are not over reacting. Teachers have the right to decide which extra curricular activities they wish to participate in --- some choose to coach volleyball, produce the school play and apparently in the case of your school act as unpaid reading tutors. Voluntary means you have the right to say yes or no. I am unfamilar with the Act you are refering to but it would seem to me that something that is guaranteed in legislation should not depend on the goodwill of volunteers for implementation.
    Smile and nod and "sympathize" with the difficult situation your principal finds himself in. Sounds like reading tutors perform "real work" and I believe real work should be recognized and paid for.
