Tearing hair out over homework!!!

The honeymoon period is over. After having close to 100% daily for homework being turned in, I'm down close to more like 75-80% per day. I use Homeworkopoly, do a Lunch Bunch every Friday for the kids that turn in all their
homework, and offer homework passes from time to time.

I have 2 or 3 kids who chronically miss homework and turning in projects and assignments that are graded. It makes me SICK and PISSED when I have to constantly run after these 5th graders (yes, 5th graders) to find out "Did you do this?" Normally, I wouldn't care...you just get a zero. But, like I said, some of these
assignments are graded.

I have contacted the parents several times about the chronically late work. I get one set of parents that are working really well with me and I appreciate it, but I wish they would just get their child to do the work in the first place! I have another family that is contacted and I get a reply of "We'll work with her on this." and then the kid STILL comes back the next day and has late work.

GRRRRRRRRR......I give up. Any suggestions? I'd like to keep my hair this year and not be the grumpy pissed teacher each morning. But, I do find it hard to control my frustration.
