I've read both to my 6th graders

at one point or another. While the Giver is one of my all time favorites, the kids were a little lost for some parts that I had to explain. The puberty pills was not a pleasant conversation, nor was the birthing mother's
job. Because they didn't understand all of it, they weren't as interested as I thought they would be.

I read City of Ember by DePrau last year, and my kids loved it. Quite a few went on to read People of Sparks, the sequel. They had a lot of fun when I made a poster of the torn up letter. They kept trying to decipher its meaning as we read. (I found out too late that it is
also on audiocassette.)

For 4th grade I would definitely go with City of Ember over The Giver even though as an adult I would pick The Giver over City of Ember.
