I'm not sure if this will work, but it's worth a try! I do this with my ESOL class.

If I want them to turn to page 264, I'll say, "Please turn to page two hundred sixty four.... 2 hundreds, 6 tens, and 4 ones."

I break the page number into place value. Hearing the 2, 6, and 4 might be what some kids need to hear. My hope is that it will help them with place value too!
