Instead of throwing papers away, I put a check on the top and count it as a piece of work that has been completed; I call it a "completion check." I explain to the students early in the year that sometimes work is practice and doesn't necessarily have to be graded. When I taught 4th grade I had a couple of stamps that did the job - so many of their papers actually got home and the parents needed to be made aware of it. I'm in 6th grade now and the check at the top suffices.
