reading levels

I would use running records and timed oral readings for fluency to gage where your students fall. Also STAR if your shcool has this program available. I am not sure what grade level you are, but if you do a web search for oral readinng fluency I am sure that you can find the number of words students in each grade level should be reading per minute.
