I just look at my class and think about how they read (I'm sure by now you can kind of picture what kind of books each is capable of and what their strengths/limitations are with understanding) and then I imagine where good cut off points would be to form groups. This means that while some years I'm forced to have 6 groups, others I only run four. It just depends on how close they are to each other. Once I have the groups, I look for texts for each level.
