Pacing Guides

Our system seems to be enamored with redeveloping the wheel! Now, teachers are to meet by grade levels and "develop" pacing guides to correlate with the course of study. Is it just me, or should I wonder why this isn't already done...and not just by teachers, but at an administrative level? I'd welcome your input, experiences, etc. It's becoming a major drain. :(
