I think that it's easier to start with commutative and X2, X3, -- not X1 and X0. Start by, for example, handing 9 kids each a pair of socks. Once you've established the ways in which multiplication is just a short cut so that we don't have to do repeated addition, THEN you can move onto showing how one child is simply that number. You can show it with all your props. Then, show how you'll give an "invisible" (0) set to one person, 5 people, 20 people... no matter what, there are still 0.
