Fluency

Hi Suni,
There are several studies that have been done on the importance of fluency...but I don't think taking a grade on it would be a necessary.
I think I saw something written in 'Goodbye Round Robin' by Opitz and
Raskiski (published by Heinemann)...yes, there's a 'Multidimensional Fluency Scale' (rubric) listed to rate Phrasing, Smoothness and Pace.
I'm also including a quote from it on oral reading. "Assessing rate to create 'speed readers' is a far cry from what we are advocating. Instead, we recommend using this technique as another way of viewing students' reading progress. Focusing
on reading meaningful text will develop efficient and effective readers. If anything, we want students to understand that they have to adjust their speed to their purpose for reading..."
They include how to calculate the reading rate and possible rate to target for each grade level.
We read this as a book study with K-6 faculty, everyone got something out of it. Easy to read, inexpensive...Hope you'll consider it as another professional book for your library. ;-D
