Survey: Your State's EL Requirements

Here in CA we are required to provide explicit ELD instruction for 45 minutes per day (intermediate grades) for those students identified as EL. Last year, I pulled 5 EL students for small group instruction for 45 minutes straight each day, while the rest of my class had to work independently. We just finished up with the CELDT test and I was told that I have 4 kids this year.
I'm curious as to what the requirements are for other states. I've had many "political" discussions regarding this issue...I'm surprised that I haven't heard of parents of English proficient kids complaining that their child is basically being ignored each day for 45 minutes.
