that particular "rule" is only true 55% of the time, and it is not recommended that it be taught:

neighbor
sleigh
-tion*
niece
height
weight
-ous*
couch
again
said
does
immediately


I came up with these in a matter of seconds. This rule does apply, however, with the ai diphthong. Other than that, it's not very reliable at all.

*these affixes cover literally HUNDREDS of words. Possibly thousands.
