Being close to Boston, several colleges have reading clinics, and we are fortunate to have many large hospitals that do educational/medical testing. You are doing exactly right by this child by accommodating his needs. Retaining (as done before) does not cure a disability. He must be able to access the same curriculum as his peers, so books on tape, oral assessments are just what he needs. Also, the Perkins School for the Blind (try the web) is where we got additional books on tape for one girl we had who had extremely low vision. Someone this severe is beyond the scope of 99% of public schools and outside intervention is a must.
