    I used t do something similar to this. At the beginning of the year the kids took 2 pencils, crayons, scissors, a glue stick, etc out of the pile of stuff the parents sent in for their desks. The rest went into baggies with their number on it and it was their responsbility to be sure they had what they needed each day. If they lost a pencil somewhere or their glue stick ran out/dried up, they could ask me (or later a material manager) to get their bag out and they could get whatever they needed. I also kept copies of supplies requests with the baggies so that as the child took his or her last pencil, eraser, glue stick, whatever out of their bag they could fill out the form to take home and ask for more. Parents are always welcome to send in extra items for the bags whenever they want, but this really cut down on loosing, stealing :(, sharpening, etc all 20 pencils that were sent in on day 1 during the first month of school.
