We allow parent requests as well but we also only have a couple of grades with more than one class so it is not as overwhelming. If I was an administrator where there were many multiple classes I would only make changes
for very specific reasons.

Parents must have a reason for the request (more than just wanting their child to be with a friend or to not be with another child, unless the reason is sound). If the change can be made and the class be kept balanced then it is made.

When I taught grade 1 we had two classes so there were requests. It was interesting as some of the requests
came about because I had taught older siblings and the parents wanted me to teach their next child. The other grade 1 teacher had taught grade 3 and some of those parents wanted her. The rest pretty much didn't care so it worked out quite well. But I've had parents who did not want me for personal reasons and I was also fine with that. We do not always get along with everyone. Sometimes the requests were for silly reasons too, but as long as the classes stayed balanced we were fine with changes.

On the other hand this also allowed me to make requests - if there was a particular family I didn't want to deal with again then I could ask that the other teacher take that family and vice versa. This didn't happen often but in my community some families have 6 or 7 children and sometimes you just need a break from them if there are a lot of little problems, etc.,

Now that I'm the only grade 3 teacher - well I get all of them and they get me :D
