An elementary teacher around here wouldn't dream of a field trip beyond school hours. Whose choice is it for this type of fieldtrip?
I've gone with the high school band as a chaperone --
school employee/parent. I had to take a personal day for it.
Club sponsers are the only ones that do overnighters and there is compensation for being a sponser.
When salaries are negotiated the local tax base is taken into consideration, not every district has the same tax base--some towns are smaller with fewer properties and businesses to feed into.
I would think in areas such as you are suggesting (where you have development and many openings) that some districts would boost their salaries to draw better qualified teachers.
