Writer's Workshop-help

I need help with writer's workshop! I teach first grade and the first two years I implemented writer's workshop in my classroom but it was difficult to know if my students were making adequate progress because I was a new
teacher. Then my school district adopted Step-up to writing and my kids seemed to thrive on that program but I'm concerned about the quality of their writing. It all sounds the same. My academically high students sound very similar to my academically low students. I tried to combine writer's workshop with Step up to writing but it was impossible (different philosophy). Is anyone in
this situation? I feel that my students would be better served with writer's workshop. Does anyone teach writer's workshop in a first grade class? I've read The Art of Teaching Writing and that's what I want not colored strips that all sound the same!
