I reward the kids who are being quiet. I always carry tickets with me and hand them out to quiet kids. Usually I'll say something like "I have 5 tickets with me so I'm looking for the 5 quietest people". The tickets eventually get used for a raffle and this seems to work pretty well. I don't just use it in line, I use it all day.
