Wow - that's a tough choice! Either has its definite advantages and disadvantages.

1st graders love you and love school. They're teacher-pleasers. They're also very dependent on you, and you need to spend the
majority of your time teaching reading. They're more clingy, and may talk your ear off about the smallest things (but significant in their eyes!). You have a lot of parental involvement at this age (which is normally a good thing).

4th graders are independent - you can give them an assignment and they can figure it out while you help others that need more one-on-one. It takes
longer to grade their work (because it's more involved), and you have to grade science and social studies (you don't have to in 1st at our school). You'll spend more time teaching writing at this grade level (due to state testing).

They both are wonderful, but you'll have to decide which area you're stronger in. Most people never realize how much they'll like a grade until they try it - so you're smart to leave it up to the administration! Some people have their mind set on an age, and never realize how wonderful another grade is! Let us know how it goes! :)
