This is what our principal did.

He created an award called Matador(mascot) of the month. Each teacher chose two students from their class each month, usually a boy and a girl. The students were chosen for good behavior and good work. Most of the time this ensured at least two parents from every classroom were at the meeting. Maybe something like this would help and of course food always brings people out.
