I let my students have water bottles, but we had some rules for them:
1. They had to be kept in their bookbag.
2. They had to be finished with work before getting a sip.
3. If it caused bathroom issues (having to go too much) we would end it.
4. They could only refill them at recess.

I never had issues with those stipulations. They knew it was a privilege to have them, and could easily be taken away.
