We just had to address the same problem at my school. We all contribute to the sunshine fund, and this is supposed to take care of a gift card for showers. In the past year or two, the showers have grown so we were having

to contribute more for a cake, bring food, make some part of a creative group gift (scrapbook, etc.) and most people brought individual gifts, too. It had just gotten out of hand. It took some people bringing it up to find out that lots of people felt things had gotten away from the way things were supposed to be handled. We decided to scale things way back. Now we collect for a

cake, use the sunshine fund $ to buy the gift card and just get together. If people want to bring separate gifts because they are particularly close to the guest of honor, they can do that some other time. Maybe other people are as fed up as you are with this practice. Doesn't hurt to hint around and find out.
