Been there too!

We faced this situation this school year. We are not allowed to take away recess anymore (funny how the administration can though). This is what our grade level did.

We are semi departmentalized. Each home room has
a clipboard with the grade level rules written and numbered at the bottom. We also post these same rules in the classroom. Each time a student breaks a rule we write the number of the rule broken next to his/her name. On Friday we send home a report to each parent that tallies each rule broken. Each one broken is worth 5pts. We subtract those points from 100 and the child gets a conduct
grade for the week. The parents must sign and return it by the following Wed. (one of our rules states this as well, so if they don't return it on time they get 5 points off). These conduct grades get averaged for the quarter and become the child's conduct grade for every class.

I hand out tickets to reward weekly conduct. If they get a 90% or above they get one ticket, if they get 100% they get two tickets. I hold a bi-weekly drawing and pull out five names. Those kids get to choose a "free treat," like Use teacher's chair for one class period, or sit with a friend in class among others.

We thought this would not work, but the kids hate getting their name taken and having their parents see the grade each week. My team mate merged all of their names onto the weekly document that goes home and prints out several weeks worth at a time. What a relief not having to worry about who doesn't get recess each day. This has really worked to our benefit. I need to give credit to someone who posted this idea a while ago. I think I found it in the archives, but no telling if you can still access it with the new boards.
