I have one student who is perfectly capable of writing neatly (I've seen it), but he never does. I deduct points off of messy work, make them stay inside to rewrite the assignment neatly, and I assign practice for homework. They get tired of my using their free time to practice when they know they can do it, so they start writing more neatly (usually).
