With no phone line in my room, I left my cell on when I had children in daycare, or home alone after school. When my child was at home sick, even as a teenager, I need him to be able to reach me. While my father was in| the middle of a lengthy illness, I left my cell on, knowing there would be a phone call in the middle of the day and I'd need to take it. I can call my classroom parents from that phone if their child is ill, instead of the long treck to the office. And sadly, parents who screen calls will take a cell call sometimes when they won't answer a land call from the school. Only my family | | has that number so if it rings it's important. That being said, another teacher had a little side real estate business, and used her phone all day. That is the exact reason we are all encouraged to turn our phones off during the day - so they didn't have to point her out specifically. However mine has only rung maybe five times in the past three or four years, so I don't feel guilty. If I turned it off, I'd forget to turn it back on after the office staff left! The teacher whose assistant uses her cell 1/3 of the day does need to speak up - you said this assistant even interrupts her calls to work with kids? That is just crazy! I think you need to set some limits - emergencies only - just as you do for yourself. And stick with it!
