I do quite a few things similar to Amanda

For the sharpener - I generally let kids use it when they need to. My main rule is that they are not to be using it during the lesson or when I am giving instructions. But during
worktime, etc., they can. I have used a circle coloured green on one side and red on the other as well in the past. I would hang it with yarn around the sharpener (ours are wall mounted) and if it was on the red side - no sharpening.
For tests I always have 5 or 6 pencils sharpened on my desk and I'll just give them to any students who need a pencil during the test. I collect them
again after the test.

For drinks - Recess time or water bottles. Unless a student is coughing or has been sick with a sour throat.

For bathrooms - I'm with Amanda, it's so hard to tell for sure, and you don't want an accident in the classroom if you can prevent it. I let only one student at a time out - the bathroom is quite a distance from our classroom, so this also prevents fooling around in the hallway. I mentally keep track and for some students who seem to use the bathroom as a way to avoid doing their work, I keep a chart on my desk. They get 3 visits for the day. So if they use up all 3 visits in the morning, they are out of luck. Then of course I watch for the signs of stress if they really need to go. I haven't had too many problems with the bathroom. In the beginning of the year I do remind them at each recess to go to the bathroom, and then again when the cold weather comes. I had too many my first year get outside, and then not be able to make it back inside quick enough.
I also ask parents to send one set of extra clothes in case of accidents, including falling in mud puddles, etc., It sure saves time and stress if they have something to change into.

I also have centers and activities set up for students who finish work. They learn quite quickly where to put their completed work, and which activities are allowed at which times during the day.
