That statistic sounds right on! I'm starting to see that with my students. Today I went over a "listening activity" with my students. I read over everything, wrote it on the board, etc... Then 2 minutes later a child asked me what they do next!!! I said, "Did you read the board?". Of course they didn't. It's easier to just ask me. They're catching on, but it's taken a while.
