If your changes were added to the old document, then it is legal. I've been in meetings were things were just added on and crossed out on 504s and everything was fine. I did not see a reason in re-writing the entire thing. About the time limits, I've never heard that you had to wait any certain amount of time. I would talk to the 504 cooridinator in your district if you still feel uneasy about it, though.
