Hi Victoria,
I don't know the specifics of the reading program that you are using so this may or may not help you. I spend a great deal of time teaching my children phonics, and in doing so they become familiar with the "ow" dipthong. As I teach it I tell the children that it is the "pinching sound" ( the sound you would say if someone gave you a pinch) ... so when they see the word, how, they know to apply the rule. My other idea is to post two pictures in the front of your room...one of an owl saying "who" and one of a person with a speech bubble questioning "who?". Let me know how things work out. I hope this is helpful.
