The district that I did my student teaching in had a 'pre-first' section in their 1-3 bldg. I think it's a wonderful opportunity for children that especially are socially immature to gain an extra year before moving on to
1st. The 6 Kindergarten teachers would meet towards the end of the school year to discuss the K 'candidates' for pre-1st. Children that qualified in this district could not be recieving special services. Typically these were the 'late bloomers,' most of them were younger K's. During this year they weren't simply 'rehashing' Kindergarten, they were focusing on their writing and math skills
in a more appropriate developmental way... then they moved on to 1st! This is a great place for children that don't need to repeat K, but really won't 'thrive' in 1st simply because they haven't had enough practice, or really aren't ready because their skills haven't developed to the most of their ability.
