I, too, work in a similar area to you - low income, terrible home situations, and never had any expectations to meet. It is a sad thing to see. It is easy to get mad at this behavior as your assistant has shown you (and
it doesn't get you anywhere) I tell my class, when it is time to walk in the hall, that we need to be respectful and quiet for the big kids to keep learning. We sing this little song to the tune of Frere Jacques

Feet are walking quietly

This sets the tone BEFORE

we go out into the hall. I also have them walk in two lines as we go (so they are closer to me) like boys/girls or hot lunch/cold lunch. I also walk towards the middle of the line (never the front) so I can see them all. If they know WHY they need to be quiet in the hall I think they will understand the importance and follow that direction more. I feel like I can go on and on. If you want more ideas please post and I will respond.
